Roland Murof

Roland Murof serves as the Deputy Director of Strategic Communications at the Estonian Ministry of Defence. In this capacity, he contributes to strategic messaging for the Estonian defence sector, with a focus on the national defence budget and international commitments, while also coordinating media relations and leading various communication projects. With over two decades of experience in public communication and government relations, he supports the development of strategic communications within the Ministry, its related organizations and broader governmental frameworks.

His responsibilities include the evaluation and oversight of media and communication projects, such as television series supported by the Ministry. He ensures that these projects align with national defence objectives, bridging the gap between creative production and institutional communication goals.

Prior to his current position, he served as the Ministry’s International Communications Coordinator. As the first to hold this role, he built extensive experience working with governmental and international organizations, including the White House, NATO, the UN, NGOs and various policy think tanks. He also worked with major news organizations such as The Financial Times, The Wall Street Journal, The Economist, the BBC, The Times, Politico and Monocle.

As a naval reserve officer, Roland’s previous military experience includes serving as a Public Communication Officer for NATO’s Operation Unified Protector (Libya) and the United Nations Interim Force in Lebanon (UNIFIL), where he coordinated communications that supported Estonia’s successful bid for a UN Security Council seat for the 2020–2021 term. His operational background also includes a longer deployment to the NATO Joint Force Command (JFC) Headquarters in Brunssum, the Netherlands.

Roland’s academic background combines a degree in Law from the University of Tartu, with a focus on international law and Master’s studies in Communication Management at Tallinn University. Additionally, he has twice completed officer-level training at the United States Defense Information School (DINFOS) in Fort Meade.
